2070. The waters started to rise, slowly at first, gently lapping over beaches, filling over walls, drowning houses, swallowing trees, leaving only tips of high-rise buildings, skyscrapers and factory chimneys gasping for air above the sea level.

London found its salvation from the sea in a Scientist called Edward Scillsect, who created a buoyancy system that ran on the unlimited supply of water, it ran on a 3 level system, the highest level was were the people would live, the middle level was the business sect of things and the lowest district was the real genius. A system of huge pipes, tanks, heaters and other stuffs to heat, expel and store water. London hovered above the water on a system of steam exploitation.

It worked, for the first 50 years at least. 2123, the city fell into the sea, killing hundreds of people and almost sinking the city. If it wasn't thanks to the quick thinking of the creators son, Ben Scillsect. He overpowered the system and kept the city floating long enough for it to tether it to the nearby high rise buildings.

130 YEARS LATER

The city started to go downhill long before the failed assassin attempt on the Mayor and his family. The rich would become the poor overnight, stealing what they could to survive. Fights would break out among the highest of politicians, squabbling over the most silliest of things. And of course, the thieves and pirates watched all of these doings in the shadows, bidding their time.
Then the attacks began. The poorer people started to fight back for what they truthfully thought was theirs, murdering and stealing when necessary to get what they wanted. The politicians assured people that this time would pass, until the assassination took place, that is.

Mayor Edward Kleos was a liked man. He was incredibly popular among the Higher Citizens of the city, not so much with the poverty ridden ones. He was a happily married man, with five spoiled children; Blake, Mason, Lily, Clara and Damien. The Mayor and his wife had been eating dinner together when a huge explosion took place. The entire back half of the mansion was blown up, falling into the sea below. Within seconds of the explosion taking place, there was a huge uproar within the city.

No-one knew how to react, what to do. Their beloved Mayor was gone, and supposedly his five children with him. The crime lords of the lower district owned up to the crime, and disappeared all together not wanting to face death for the assassination attempt. They thought their job was done; completed by the assassin named Fenix Sole, but alas they were mistaken.

Fenix had not completed his job - the five children had managed to survived the blast, now living in the lower district, attempting to live as thieves and merchants. And Fenix was a wanted man, by many people. Only the Higher Citizens of course, and a young adult going by the name of Emmet Grady.

Since the death of the mayor, the entire city has fallen into ruins. The poor outnumber the rich, and most of the Higher District is deserted in ruins after the assassination. Those that still live in the Higher Reaches now protect themselves as best as they can against the thieves and beggars that roam the streets. Poverty has reached an all time high, and worst of all the mayor's children refuse to help those that are willing to make London the great city it once was.
